1. Through the training department and the strategic reserve team mechanism, Huawei has achieved employee ability improvement, knowledge conversion, and will-hardening, and selected cadres and experts for the company to improve the team’s business capabilities.

Today I will briefly introduce Huawei’s training mechanism. The company has three training centers. The ICT customer training center is in Hangzhou, and the cloud and IT customer training center is in Guiyang. These two training centers are profitable. The staff training center is in Dongguan.

You have just visited the “Huawei University” library and the Sanyapo campus. The staff training center has two departments, one is called the training department and the other is called the strategic reserve team. BGI is a non-existent organization, and the two departments refer to the place where we are now as the “Huawei University” campus. Don’t call the purpose of BGI, to prevent them from aligning with regular universities, blindly formalizing them, and adding too many administrative departments.

The training department is the platform for human resources department in charge of teaching and education. In fact, it is a platform organization for coordination and scheduling. Its teachers are the company’s outstanding on-the-job generals and experts. At the same time, it invites outstanding external experts and scholars to give some lectures.

The strategic reserve team is an organization of a training team of the General Cadre Department. The strategic reserve team adopts a trainee system, and a considerable number of trainees are trained with high salaries. The reserve team does not care about the salary of the trainees, but the salary of the original rank brought by the trainees is paid by it, including travel expenses, wages, etc. Nearly 10,000 people are trained here every year. They come from 170 countries. In the past, foreign employees were included. Due to the epidemic, foreign employees could not come. Now Chinese employees account for a large proportion. The induction training for fresh graduates is also here, and it is also a trainee system.

In four scenarios, trainees will go to the training department and strategic reserve team for training and empowerment:

First, whether the company’s employees graduated from world-renowned universities, or are doctoral, master, or undergraduate students who have achieved excellent results in successful practice after working in the company for a few years, they may be promoted, so they come here for retraining and re-empowerment. . If you don’t do well in the exam, you can go back to your original unit to continue your original job; if you do well in the exam and your past assessment is good, you will have the opportunity to be selected to work at another rank, giving him a chance to go to a new battlefield, but no salary increase. . The best people have such an opportunity on average every two or three years, so after 3 to 4 opportunities, it is 12 to 15 years. A college student and a Ph.D. join the company when they are 21 to 25 years old, plus 15 years and about 35 to 40 years old, which is just right for a fairly high-level senior cadre and senior expert. Not everyone has the opportunity to walk through these four steps. People with different steps will have their jobs distributed in steps, forming a pyramid structure of talents. Untrained people can also go up to various levels, and training is a high probability thing. And this pyramid is alive, it progresses with the progress of time and technology and business model.

Second, after the United States suppressed us, some product line departments have shrunk, and those who have shrunk need to be transferred to new positions. Therefore, they can apply to any department after being transferred to the strategic reserve team for empowerment and job transfer. If you pass the interview in the department, you can send the person away. However, if the original employee is level 17 and the new position is level 18, he is not allowed to be promoted, and he will still be employed at level 17; however, if the original employee is level 18 and finds a level 17 position, the rank must be lowered before leaving. Transferring people to grind the core is a mechanism to give full play to the potential of employees.

Third, employees can self-recommend themselves to the reserve pool, and after empowerment, they can find jobs by themselves. Therefore, the reserve pool implements the last elimination of employees who have been unable to work for a long time. Employees can’t stay on the job all the time. If the employee’s job-hunting period is too long and they don’t contribute, their salary will be cut in stages.

Fourth, new employees should be trained after they come in. For example: rules and regulations, ideological and moral training. In addition, it is cognitive and skills training. You must know what Huawei does, and you need to practice. It will take some time to participate in the simulated delivery of hard fitting and soft tuning. In the future, the hard fitting base will be located in Guizhou, and the mountainous areas of Guizhou can simulate various working environments around the world. Several of these young children form a group. The group should carry these equipment up the mountain, install and debug them, and pass the instructor’s exam. You have to go up the mountain, remove the installed equipment, and then recite it; the next group will carry it on your back again… Whether you are engaged in R&D positions, marketing positions or financial positions in the future, you must go through this period of practical training. The exam is not only technical, but also about estimates, plans, budgets, accounting, and a full set of delivery documents. You have to do a full set of management of your actual project this time.

In this way, four types of training teams have been formed, with a total training volume of nearly 20,000 people. About 8,000 to 10,000 new employees come in every year. The annual expenditure exceeds billions of RMB.

The training department is in charge of education, and the strategic reserve team is in charge of training and warfare, but they only care about training, empowerment, and exams. You only need to post the results of students’ exams and training battles on the Internet. Students who do not learn well will have the right to be eliminated. Personnel selection and appointment are responsible. After the training, the selection and appointment of personnel shall be the responsibility of the general cadre department and the human resources of various departments.

In the park, there may be a mix of employees from different ranks, different majors, and different countries in the class. Maybe you are running or drinking coffee as a teenager with generals (representatives, regional presidents, product line presidents).

Don’t look at the good hardware conditions here, students have no time to enjoy, they have to run sooner or later. As soon as students enter the school, they will weigh themselves first. If they gain weight upon graduation, they will receive zero points for weight management (of course, those who are lower than the standard weight will gain weight). The scoring items include the cleanliness of the bed and other process links. Our purpose is to use process forging to stimulate the spirit of the students. Use a variety of tests to change habits.

2. Through the decentralization and checks and balances, the optimization of the tenure system and the selection mechanism, the differentiated management of cadres, experts and staff is realized, and the organization is continuously activated to maintain the vitality of talents.

Our personnel are divided into three categories:

The first category is that Huawei’s cadre policy implements “the prime minister must be taken from the state and the county, and the fierce general must be sent to the army”, and all positions must have successful practical experience. The resume system is implemented, such as how many years he has stayed in which position, what achievements he has made, what little red flowers he has won, etc., all of which are recorded. If a certain period of resume is missing, it may be placed in the second echelon when discussing cadres in the future. Now that they are all high-quality talents, can the second echelon still have a chance to be selected? It is basically impossible to find people in the first echelon, and then to find people in the second echelon. It is beneficial for us to emphasize practice to high-knowledge teams. So, in Africa, on the battlefield, in every place, every product line, every position, they are heroic, why? To build a career. Doing so enhances the basic practical ability of cadres and also enhances the ability of strategic insight. Just working hard can only be a hero, and you can get a higher salary, but you can’t be a leader without strategic insight. The construction of strategic capabilities is carried out in practice, the classroom is only an inspiration, and the training is only a part of the selection.

As long as it is an administrative management cadre, regardless of whether it is a chief officer or a supervisor, 10% of the last rank must be forced to be eliminated every year, and they will enter the strategic reserve team to find a new position. Even if all the cadres do a good job, they will be laid off and enter the reserve team, but it will be very difficult for administrative cadres to find jobs in the future. For example, who can compare the programming of the laid-off senior cadres with the new employees? The world is always stronger from generation to generation. It is impossible for some of our academic leaders to compete with newcomers? Therefore, if you don’t cherish, run hard, and fulfill your responsibilities when you are on the job, it will be difficult to find a job again after you are eliminated. Therefore, all the cadres on the post have to work hard and do everything possible to run to the front, thus forming a good circulation mechanism.

The company’s administrative management team has a lot of power. We are now implementing a two-year or three-year term system for team members. At that time, we must reorganize once. The reorganization implements the combination of “sovereign authority” and “democratic election”. The upper-level organization of the company can have the right to nominate, and the nomination must be negotiated with the surrounding departments, as well as with the grass-roots people to form a list of candidates, that is, 150% of the candidate list. Then through voting, the right person is selected. This will prevent people from speculating and lining up with others, because the common people have the right to vote, and the atmosphere will gradually improve. Members of the administrative management team can be re-elected for up to two consecutive terms. After two terms, they must leave their posts and look for new job opportunities. The second category, expert employees, emphasizes that they must have successful practical experience, and they are constantly selected and naturally eliminated in the process of vertical circulation work. On the one hand, all experts have experienced the self-evolution of “theory-practice-theory-re-practice” to avoid falling behind. They can also do a reasonable horizontal flow. One is to enhance the ability of combined operations and reserve seedlings for the reserve chief officers and supervisors; the other is to achieve cross-professional and cross-domain integration, exchange energy and achieve a reasonable balance. The third category, staff employees, operate according to deterministic procedures to maintain the stable and efficient operation of the company, and process management must pass like a high-speed rail. Employees are subject to absolute assessment, grades are determined by post, and there is no need to be eliminated at the bottom, and there is no need to be younger. Experts are responsible for uncertain work, and like cadres, they must be eliminated naturally.

Through the vertical flow of the company, some outstanding young seedlings will automatically be turned up, and some talents who have made outstanding contributions may be directly promoted from level 13 to level 18. Lateral flow can solve the balance problem. After so many years, the balance problem has been basically solved. These are basically the practices of West Point Military Academy in the United States. The company has a hierarchical authorization system, which does not monopolize all power. The continuous virtuous circle realizes the role of activating the organization and activating talents.

3. The solution to the chip problem is not the problem of design technical ability, but the problem of manufacturing equipment and chemical reagents. It is necessary to pay more attention to the basic industry and chemical industry, and to generate more top talents and cross-innovation talents.

Our country needs to re-understand the problem of chips. China has already entered the world in chip design, and Huawei has accumulated strong chip design capabilities. China is also the world’s first in chip manufacturing, in Taiwan. So what’s wrong with the mainland chip industry? Mainly there are problems with manufacturing equipment, problems with basic industries, and problems with chemical preparations. Therefore, every piece of equipment and every material in chip manufacturing is very sophisticated and very difficult to make, and it cannot be done without high-end experienced experts. Even if it is made, only a few units can be produced every year, and the market only needs to go to a few or dozens of units. Even if one unit is very expensive, a few units will not sell for much money. In the more impetuous industrial atmosphere, who will Would be willing to do this device? For example, photoresist, abrasives… Some varieties have only tens of millions of dollars in demand in the world, or even only a few million dollars. Thousands of chemical glues and preparations are not very profitable. This is a policy issue.

Our country should attach importance to the equipment manufacturing industry and the chemical industry. Chemistry is the material industry, and materials are science at the molecular and atomic levels. Japan is very good at this. Therefore, colleges and universities in our country should regard chemistry as an important discipline, because in the future, new materials will be like gene editing. By editing molecules, materials that are harder than steel can be produced. However, the country needs more top talents and cross-innovation talents to make breakthroughs possible.

However, there are still some obstacles in our colleges and universities for cross-innovation. Because there are too many subjects in major departments, students gradually become privately owned by various colleges and departments, lacking broader exchange opportunities. In the United States, if there is a course in Harvard that students from the school do not register enough for, students from the next school can go to rush to register, and Harvard will allow them to take the course. And our country is now divided into disciplines and departments, it is difficult for students to study across disciplines.

Fourth, it is necessary to correctly understand the connotation of scientific and technological innovation. Top universities in China should not pay too much attention to the current difficulties in engineering and applied technology, but should focus on breakthroughs in basic scientific research, “pierce the sky upwards and take root downwards”, and strive to make The country and industry will not be difficult in the future.

After 70 years of education efforts, the quality of my country’s labor force has been relatively good, not only in industry, service industry, professional managers… It is suitable for the development of large industries. The risk of a large industry is whether it can continue to innovate, especially original inventions. Lack of originality, lack of driving force to pull explosive power, big industry is at risk. The bankruptcy of many large factories throughout history is an example. Without innovation, competitiveness will gradually decline. 140 years ago, the center of the world was Pittsburgh, steel; 70 years ago, the center of the world was Detroit, automobiles. The lesson of industrial transfer is that innovation is not enough. Education is the main aspect of the contribution, and the main responsibility is the issue of intellectual property protection.

Simply shouting about technological innovation may mislead the direction of improvement. Science is discovery, technology is invention. Innovation is more about engineering and solutions. Objective laws exist, and scientific research is an effort to discover and identify them. Objective laws do not change with human will. How can science be innovative? There is no eastern science, no western science, the papers are published and we can search. There are differences in culture between the East and the West. There is no difference in science. There is only one truth. Technological invention is the creation of new technologies based on the insights of scientific laws and becomes the starting point of production activities. New technological inventions are diverse, for example, cars in all shapes and sizes. Most of the “stuck neck” problems now are problems in engineering science and applied science. Apply the basic theory of science, go abroad to check the papers, and do it when you come back. You can’t get stuck in your neck. The basic theory is now available all over the world.

Therefore, the university does not care about the current “stuck neck”, the responsibility of the university is to “pierce the sky”. Of course, some engineering colleges can make breakthroughs in engineering and industrial applications, but for the top comprehensive universities, they should go to the “heaven”, not to be affected by engineering problems in the past two or three years, but to focus on the next two or three years. National and industrial development needs. I think that the university is to try to make the country not difficult tomorrow. If the universities all come to solve the immediate problems, and tomorrow there will be new problems, the problems will never be solved. You do your scientific research, we do our engineering problems.

Scientists need to get rid of the “chain” and have independent thinking and free research. To let yourself fly, who knows if flying things will be useful in the end? Now it is not advisable to ask scientists in colleges and universities: “What is the use of this thing, and what contribution does it make to the country?” In this way, scientists will anchor all the anchors in the ground, and they will not be able to fly high.
